The Federal Government has announced plans to end the long-standing disparity between Higher National Diploma (HND) holders and university degree graduates by granting polytechnics the authority to award degree qualifications.
The initiative was disclosed by the Minister of Education, Dr Tunji Alausa, as part of ongoing reforms in the nation’s tertiary education sector.
According to the minister, the new policy will allow qualified polytechnics to run degree programmes in addition to National Diploma (ND) and Higher National Diploma (HND) courses, subject to approval and regulation by relevant education agencies.
He said the move is aimed at addressing discrimination against polytechnic graduates in employment, promotion and career progression, particularly within the public service.
For decades, HND holders have faced limitations in job placement and advancement despite possessing technical and practical competencies comparable to university graduates. Several attempts to resolve the issue through policy adjustments and legislative proposals had previously yielded limited results.
The minister explained that the degree-awarding framework will strengthen technical and vocational education while maintaining the practical orientation of polytechnic training.
He added that only institutions that meet required academic standards, infrastructure capacity and staffing conditions will be permitted to award degrees, noting that quality assurance mechanisms will be strictly enforced.
The Federal Government said the reform aligns with its broader agenda to reposition technical education as a key driver of industrial growth, skills development and job creation.
Further details on implementation timelines and regulatory guidelines are expected to be released by the Ministry of Education and relevant oversight bodies in due course.
